International Trade & the 2018 Budget: Economic Outlook

Politicians, journalists and the public have spent the last few days dissecting the domestic implications of the 2018 Budget. On the back of upgraded forecasts for tax receipts and inflation from the independent Office for Budget Responsibility (OBR), the Chancellor has made a raft of new spending pledges and tax cuts focused on various domestic policy priorities. However, speculation about its durability in the event of failed Brexit negotiations aside, little consideration has been given to the international implications of the Budget. We spoke to James Dinsdale at Trade Finance Global, who recently launched their finance and Letter of Credit Guide for TFG.

As such, this article focuses on the implications of the Budget for the UK’s international trade outlook. This piece uses key considerations made by both the Treasury and the OBR to answer the big questions about the current and future economic outlook for the UK and the world.

How is trade affecting the UK Economy?

In short – positively (in 2017 at least).

A little-publicised Budget statistic was that net trade contributed positively to the UK’s GDP growth in 2017. In theory, the relative decline of the pound since June 2016 has granted non-GBP denominated traders increased purchasing power, making UK goods “better value” in the international market. Economists have consequently predicted a lift in the volume and relative value of UK exports. Broadly, this has held true. Import volumes grew by 3.2%, but this was outstripped by impressive export growth of 5.7% over the same period. This had tangible, positive implications for the economy, with the OBR has estimated net trade added 0.7 percentage points to GDP across 2017. For comparison, the ONS estimates that 0.3% growth across the whole UK service sector in Q1 of 2018 contributed 0.21 percentage points to GDP.

Moreover, the UK’s current account balance narrowed to a deficit of 3.7% of GDP in 2017, from 5.2% in 2016. The current account balance consists of the trade balance (explained above) plus the UK’s primary income balance (net factor income, such as loans and investments) and secondary income balance (which are international transfers between countries without reciprocal economic counterparts). The Treasury claims the main reason for this shift was the largest annual improvement “since records began in 1946” in the primary income balance. This might suggest a continuation of the trend in the UK economy of increased reliance on its abundant factor of production (namely, capital) to grow its balance of payments.

How will Brexit affect trade?

In short – we don’t know, and neither does the Treasury or the OBR.

Since the beginning of Brexit negotiations, the OBR has not attempted to predict the precise nature of the UK’s final deal with the EU. Instead, it has always assumed that the UK and the EU will agree a deal, and that that deal will broadly maintain a fiscally neutral flow of goods and services. This is because despite the changing political environment, this has been government policy since its 2016 White Paper was published.

That said, the OBR has altered its forecasts to include a hypothetical “transition period” in line with the government’s 2018 technical note on temporary customs arrangement – now commonly known as “the backstop”. The transition postpones the point at which the OBR forecasts EU exit to affect imports and exports to 2021.

This is significant because the OBR is forecasting that net trade will make a broadly neutral contribution to UK GDP in the medium term. Declining import and export values for 2018 have forced the OBR to downgrade its forecast on the contribution of net trade to GDP growth for this year, although it still expects trade to contribute a 0.2 percentage point increase to GDP across 2018 as a whole. However, the OBR’s future predictions are that net trade will subtract 0.1 percentage points from GDP growth in 2019 and 2020, with no contribution to GDP growth in 2021 and 2022, and a 0.1 percentage point subtraction from GDP growth in 2023. However, if the Brexit negotiations produce a policy environment which causes significantly more disruption to UK businesses engaged in importing and exporting than the OBR’s assumption – such as a no-deal Brexit imposing WTO rules, or even a Canada Plus Plus deal which does not cover UK services as extensively as existing EU single market agreements – then their forecasts for net trade (and consequently, GDP growth) could be quite significantly downgraded.

In response, the Budget asserts that the government “is confident of getting a good deal” that justifys the OBR’s assumptions but is planning for all scenarios “including the unlikely event no mutually satisfactory agreement can be reached with the EU”. However, as the OBR is not, this could create a fiscal headache for the Chancellor in future post-Brexit Budgets.

What about the Global Economy?

In short – global growth is forecast to be positive until 2019.

The OBR characterises the global economy as “solid” in the first half of 2018, and highlights “momentum” in the US economy as a key driver on continued global growth. However, it also points out that growth in the euro area has moderated and describes development in emerging economies as “mixed”. There is no explicit mention of the world’s second largest economy (China) or its deteriorating relationship with the world’s largest (the USA); however, the OBR does allude to increasing global trade tensions and tightening financial conditions in emerging economies as two key factors influencing its decision to downgrade global growth 0.2 percentage points to 3.7% for 2018 and 2019. This is higher than its forecast for the UK economy, suggesting that opportunities will continue to grow for UK firms who are looking to begin or expand their exporting operations.

Verdict: Cautiously Optimistic

The Budget contains a number of fiscal assumptions from the OBR which may well turn out to be wide of the mark as macroeconomic trends and international policy shifts shape international trade flows. Despite these destabilising influences, the Budget is positive about both the global economy’s future growth prospects, and the effect of Britain’s engagement with world economies through trade for UK GDP growth.

No one enjoys visiting any type of doctor, but the fact of the matter is that it is unavoidable. There are many different specialists, there are doctors for almost every part of the body as well we specific types of ailments. Several of these specialists will be needed at some point in the average person’s life. This can include any combination of the many different types of physicians. For example, a new baby in the family will warrant the addition of a pediatrician. A girl entering adolescence will need to begin seeing a gynecologist. If someone begins having trouble hearing, they will see an audiologist or an otolaryngologist. Someone experiencing problems with their eyesight will need to visit an optometrist. The latter is the type of doctor we will be discussing here. A first visit to the optometrist can often feel intimidating, maybe even right down scary. This is especially true for those who have never been to an optometrist before. There are several large machines, charts all over the walls, lights begin shinned into your eyes, eye drops, dim lighting. It can all be overwhelming, especially if you do not know what to expect. Here, you will find tips to help you prepare for your first visit to the optometrist. Some of these tips will be relevant for any visit, regardless of how many times you have been to an optometrist.

The first tip is to educate yourself on average eye exams. Once you know what is going to happen, everything will become a bit less scary. Here is a brief break down of a typical optometrist appointment. As with anything, the appointment will begin with paperwork. You will need to fill in personal details such as medications that you currently taking, what you are being treated for, phone number, who your doctor is, address, doctor’s phone number, and other relevant information. There will also be a section to describe any problems you are having with your eyes. This will include anything from chronic dry eyes to double vision and everything in between. After you are done with the paperwork, you will have a short wait and then the appointment will begin in full force. You will go into an exam room just like with any other doctor. Many eye doctors use a tool that blows a puff of air into each eye. The doctor will put a magnification machine up to your face and ask you to read lines on a chart. Based on how that goes, they will then show you different magnifications and ask you which one allows you to see more clearly. After this, you optometrist may want to dilate your eyes. this may sound scary, but it is actually quite simple. The doctor or a nurse will put some drops in your eyes and ask you to wait for a few minutes. This is to allow the drops to do their job. What these drops do is widen your pupils so that the doctor can see different parts of your eyes. This process will make your vision fuzzy for a while, but it will wear off after a while. After the drops have taken effect, the doctor will then use a light to look into your eyes one at a time. After this, the visit will be over unless a problem arises which is not terribly likely.

The next tip is to prepare before heading to the appointment. There are several ways you can prepare for a visit to the eye doctor, many of these are transferable to any type of doctor. The first way you can prepare is to gather any and all documents that you will need such as insurance cards. If you have a recommendation document from another physician or any relevant documents from other doctors. You may not need them, but if you think that there is any chance that you will, it is best to go ahead and take them with you. If you have several papers that you need to keep together, it is a good idea to place them all in an envelope together. If the documents should not be bent, use a manila envelope. Another thing that should be placed on the envelope is a list of any questions, concerns, or symptoms that you want to remember to discuss with the doctor. When making this list, take your time and be thorough. Decide on questions that you want to ask first. It is incredibly easy to get flustered and forget what you wanted to ask once you are actually at the appointment, by deciding on questions beforehand and writing them down, you can ensure that you will remember. Then, make a list of any problems, symptoms, or issues that you have been experiencing. Finally, if there is anything else you want to make sure that you bring up, make another list. Place all of this in the envelope with your documents and place the envelope somewhere you will see it as you are leaving.

Finally, the last tip revolves around scheduling. When you are in a hurry to get an appointment, it is easy to just take the first appointment that is offered to you. There are times when this is necessary, but if you have a choice, it is not a good idea. If the appointment is not an emergent, take your time and set an appointment that will conform well to your normal schedule. The best time to set an appointment is on a day that you do not have to rush before or after the appointment. It is quite common for an optometrist to have a full waiting room which means that you may have to wait for a while before you are seen by the doctor. When this happens, you do not want to be stressing out over needing to be somewhere else. Also, if you are no a morning person, do not set an appointment for first thing in the morning. If you do not like being out of the evening, do not make a late appointment. In other words, make sure that your appointment time suits your needs.

4. Take care of your skin

Your skin is one of the most important things that can accentuate or diminish your beauty, so you need to take good care of it. Make a point of cleansing your face every day, and never go to bed with your makeup still on. If you have a problem with acne, treat your face accordingly and regularly. Give yourself full facials once a week or once in two weeks, but make sure you do it regularly. Don’t forget to use sunscreen to prevent sunspots. If you pay a lot of attention to your skin, you will look fresh and youthful, and you’ll require less makeup to achieve the desired look.

5. Drink plenty of water

It’s extremely important to drink enough water, as it’ll hydrate your body and it will help your skin look beautiful. A lack of water causes redness, dryness, and irritation of the skin, and it can all be prevented by simply making an effort to stay hydrated. Once you feel thirsty, you’ve already dehydrated, so always have a full glass of water on your desk, and sip even if you don’t feel the need to.

The world is a unique and diverse place where every creature is an entirely unique individual. Life is full of choices, these are only a few of the many. One choice that often shapes many of the others is the type of career we want. Every school child is asked that infamous question, what do you want to be when you grow up? Some children have an answer ready as soon as the question is asked while others do not yet have any idea how to answer this question. Even among those who have an answer, chances are, that answer will change, possibly several times, before they reach an age to begin reaching for their dream. Other times, a person may know exactly what they want to do with their life from a very young age. Still, others may struggle with this choice well into adulthood. There are also some, that may never find their true calling. For all of those chasing a dream or searching for the right dream, there are steps that must be taken to achieve anything. Nothing comes from nothing, meaning that you have to work hard and make sacrifices to achieve your goals and get to where you want to be. There are many exciting careers to choose from, but here we will be discussing the necessary steps that must be taken in order to become a veterinarian.

First, consider what exactly a veterinarian is and what they do. The road to becoming a vet is a long one and should be started if you are not certain this is what you want. By the time you have completed the necessary training and certification to become a vet, you will have sunk around eight years or more into the process. Because of this, it is best to be proactive and find ways to ensure that this is what you want. One of the best ways to do this is by making a point to work with animals and study some of the basic information describing what veterinary medicine entails. Some good choices for high school jobs include working at an animal shelter, working as a secretary or go for at a vets office, or an animal rescue. Any of these jobs will put you in constant close proximity to animals of various natures. A job at a zoo is also an option. Spending so much time with animals will help you to understand if this is the dream that you want. It is also important to remember that if you want to work with animals helping to cure take care of, but do not end up wanting to become a vet, there is also the option of a veterinary assistant.

Your next step comes once you reach college. You will need to major in a related field and take related courses. In terms of major, you will need to choose a biological science. This still leaves several options depending on preference. Within your chosen major, you will need to choose the best courses in relation to your ultimate goal. The optimal course to take is animal behavior, however, this is not always an option as this course is not offered universally. Other choices include chemistry, mathematics, physics, and general biology. Regardless of the courses you choose, you will need to obtain a bachelor’s degree in your choose major. After you graduate, you will need to take an exam that will make you eligible to enter veterinarian school. This exam is called the GRE which stands for Graduate Record Examination. This exam is the equivalent of the of the LSAT for law students.

College and veterinary school are both quite expensive. It is wise to have a plan of action to pay for your schooling well before it is needed when at all possible. Also, begin saving money as soon as you decide to become a vet. You will also want to look into any and all possible scholarships and grants. Anything you can do to make the financial burden lighter before starting classes. Some people take on a campus job to help pay for school, but this is not possible for everyone. Make a plan early on and stick to it as much as possible.

Next, you will need to apply for a DVM program. The acronym DVM stands for Doctor of Veterinary Medicine. This is a four-year program that is offered at more than thirty schools in the United States of America. Again, there are certain courses that will be necessary to complete the program. This course list includes zoology, animal anatomy, virology, chemistry, physiology, nutrition, and biology. During the course of your education, it is highly advised to pursue as much independent research and study as you can safely take on. Do not overload yourself, it will make your actual course work suffer. On the flip side, do not be lax either. During your final year of school, you will need to take on a supervised clinical practice also referred to as practicums. This can be in many different settings including vet clinics, zoos, hospitals, and animal farms.

After graduation, you will need to take the licensing examination. This exam is the same across regions because it is created and prepared by the National Board of Veterinary Medical Examiners. Although, you will have to take the test offered by the state you reside within. It takes seven hours to complete the licensing exam. After passing the exam, you will be a licensed veterinarian.

Once you are officially licensed, you can begin practicing. This can be by seeking out a job at an existing clinic, zoo, shelter, etc. or by starting your own clinic. At this point, you will have to decide if you want to pursue a specialty. Just like with doctors that treat humans, there are many different specialties, in fact, there are around forty different specialties to choose from. This includes surgery, internal medicine, emergency or critical care, behavior, anesthesia, nutrition, dentistry, radiology, and oncology just to name a few. If you do decide to pursue a specialty, there will be some additional training and certification required. You may even choose to pursue more than one specialty.

Charity is taking care of so many things around lives of people. Be it the Health, shelter, education, business or even culture and Religion. There are so many charitable organizations working around the World to provide people with the necessities of life like food, clothes and shelter etc. I should take the opportunity to mention here Gates Foundation which is run by Bill Gates and her wife Melinda Gates and has spent Billions of Dollars directly or indirectly in charitable work most importantly the Anti-Polio campaign in Africa.

There are so many People who give charity at more individual level but the overall output creates a greater impact in lives of people. Some person builds a water tank in a village and so many poor people are able to use it. My Old Friend

Mr. Harris is my neighbor and a good old friend in Los Angeles. We first met when I arrived to United States ten years back for my Residency in Internal Medicine.
